Asimismo aseguró que como alcalde, ciudadano y padre de familia: “no puedo aceptar, que en un caso donde hay evidencias del delito de explotación sexual, haya impunidad”.

De igual forma, puntualizó que en Medellín la alcaldía que dirige está dando la ‘lucha’ para proteger a los niños, niñas y “no podemos permitir que primen los derechos de los violadores sobre las garantías de nuestros niños”, enfatizó el mandatario.

Gutiérrez anunció que se adelanta una mesa técnica con la Policía Nacional y la Fiscalía General de la Nación para solicitarle a la justicia una orden de captura “en contra de estos tres criminales”.

Soy respetuoso de la justicia, la independencia jucial y sus decisiones, sin embargo, en estos casos no puedo compartir la decisión, lo primero es la defensa de los niños, niñas y adolescentes y más cuando se trata de un delito tan grave (…) no puede ser poible que no tengamos herramientas para evitar que 3 ciudadanos extranjeros que cometieron un delito en contra de nuestro niños, se puedan ir del país mientras que podamos tener una orden de captura cuando fueron capturados en flagrancia y con las pruebas”, exaltó Ferico Gutiérrez.

Los hechos

Mediante una llamada a la línea de emergencia 123, habitantes del sector informaron sobre el ingreso de unas menores a un ‘Airbnb’, al llegar el cuadrante junto con personal de Infancia y adolescencia ubicaron a tres menores de edad al interior de la habitación en compañía de los extranjeros quienes fueron judicializados. La Policía trasladó a las menores para restablecer los derechos.

Sobre las tres personas capturadas de 32, 40 y 23 años, la Policía siguió en los procesos de judicialización por el delito de acto sexual abusivo con menor de edad y explotación sexual de menores de edad.

El mandatario también reveló que dos menores son oriundas de Barrancabermeja y otra Montería y que fueron captadas en el sector de Veracruz. 

La historia se puede repetir

A pesar de los esfuerzos de las diferentes entidades, uno de los extranjeros que desató más polémica por su fuga del país fue contra el estadounidense Timothy Alan Livingston de 36 años, por presunta explotación sexual de dos niñas con edades entre los 12 y 13 años y 14 y 16 años en un exclusivo establecimiento de viviendas turísticas de Medellín.

En abril, el proceso de extradición a Colombia —que fue ordenado por el presidente Gustavo Petro— inició y las autoridades colombianas adelantan los trámites correspondientes para que Livingston sea judicializado en el país.

Asimismo, en los últimos meses se han detenido varias personas extranjeras con antecedentes judiciales por explotación sexual infantil. Es el caso de Hamzeh Mohammad Anasweh un ciudadano de doble nacionalidad (jordano-americano) que intentó abordar un avión de Miami rumbo a Medellín. Fue acusado de varios delitos sexuales cometidos en la capital antioqueña.

El hombre viajó, desde el año pasado, 45 veces a Colombia con el único interés, aparentemente, de buscar menores para ser sometidos a vejámenes sexuales.



Contraloría auditará al PAE de Medellín por presuntos sobrecostos

Después de las denuncias de varios medios de comunicación por presuntos sobrecostos en el Programa de Alimentación Escolar de Medellín (PAE) y de una petición del Representante a la Cámara, David Alejandro Toro, la Contraloría General de la República (CGR) abrió una investigación para verificar posibles irregularidades en el denominado ‘Vaso de leche’ que entrega la alcaldía a niños, niñas y jóvenes del Distrito.

El hecho se conoció después de que el despacho del Contralor Delgado para el Sector Educación, Ciencia y Tecnología, Cultura y Recreación y Deporte, Andrey Geovanny Rodríguez, respondiera un derecho de petición del representante a la Cámara por Antioquia con radicado ‘2024ER0166278’.

“Qué acciones ha tomado la Contraloría General de la República respecto a la denuncia pública efectuada por Daniel Quintero y varios medios de comunicación, en relación con las presuntas irregularidades en el contrato celebrado por el Distrito Especial de Ciencia, Tecnología e Innovación de Medellín para la prestación de servicios de atención alimentaria a población escolar, toda vez que presuntamente se pagó 6.900 pesos por vaso de leche cuando una bolsa de leche de 900 ml, tiene un valor comercial de 4.240 pesos colombianos, lo que representa un sobrecosto del 36 %.”, demandó el representante.

Auditoría de Contraloría en PAE de Medellín

La Contraloría recalcó que adelanta periódicamente acciones de control fiscal mediante auditorías que se reflejarán anualmente en la formulación del Plan Nacional de Vigilancia y Control Fiscal (PNVCF) y que, por tanto, los resultados de esta evaluación al PAE se reflejarán en el informe final de auditoría que se estima publicar a finales de diciembre de 2024 o, en enero de 2025 en la página web de la CGR.

Según la alcaldía distrital, dicho contrato se celebró en la vigencia anterior (2023) y aseguraron desde la administración que dispondrán los recursos e información que solicite el ente de control.

De igual forma, fuentes del distrito aseguraron que el ‘Vaso de leche’ no está compuesto solamente del líquido sino también por otros elementos nutricionales que aumentan tanto su valor nutricional como económico.

Este anuncio se hace meses después de que el mismo organismo de control público anunciara que 229.000 niños, niñas y adolescentes habían resultado afectados por la no entrega del Programa de Alimentación Escolar (PAE) en el país.

“Esta situación afectó a cerca de 1.5 millones de estudiantes en todo el territorio nacional de acuerdo con lo reportado por las ETC, en su mayoría, población vulnerable de áreas urbanas y rurales del país, y con bajas posibilidades de acceder y permanecer en el sistema escolar de manera continua”, recalcó el informe de fianles de junio de este año.

Asimismo, la Contraloría General ha identificado un total de once 11 hallazgos con incidencia fiscal por valor de 4.181 millones en todo el territorio nacional en relación con el PAE.
